I already have build a small device based on Arduino (size approx 7x4x3 cm) which collects the data from a GPS module, process the data and store it into a SD Card. It has two 18650 battery with micro USB charging and discharging module which has backup of approx 50 hours. The code is also ready. As per your project, the device need an extra GSM module. I could have been quoted less amount, but this is lowest allowed here.
