Mapping for broadband

I am a consultant working on a broadband feasibility for a rural province in South Africa. I am looking for help to create maps that will captivate audience and show where broadband infrastructure can be deployed in a commercially feasible way by starting in areas with existing infrastructure and higher population density while achieving socio-economic objectives and universal access. The province that i am targeting is a rural province with a population of 3.5 million in South Africa. There are three kinds of maps i want to develop, the one set will focus on population profiling and the other will focus on showing the sites that will be targeted during phase-1 and later during phase-2 rollout. The last type of maps will show where infrastructure is likely to be deployed (POPs, Towers, fibre networks). Also show where we are likely to have to deploy free WiFi due to low population and income.

Task 1

Create a map of the North West province (South Africa) divided into district and local municipalities. (See attached graphic of what the map should look like) (Please use different layers for the districts and another layer for the local municipalities to ensure that we can easily customize each district and each local municipality), There are 4 district municipalities namely (Bojanala, Dr. Ruth, Ngaka Modiri and Dr. Kenneth Kaunda). Each of these district municipalities has anywhere between 3 – 9 local municipalities.

Task 2

Overlay on top of the district map created in Task 1, the VTSD (Villages, Townships and Small Dorpies/Towns) places that will be connected to internet During phase-1 of broadband rollout. Overlay on top of district map created in Task 1, the VTSD areas to be connected during phase-2 of rollout.

Show a graphic that depicts the number of areas connected during phase-1, phase-2 and phase-3 and the timelines for the rollout. also show cumulative VTSD connected.

Task 3

Overlays on top of district map created in Task 1, the 23 POPs and fibre routes connecting these as well as the Radio Towers (45 - 90 towers) to be constructed to reach VTSD areas that are located far from fibre routes. Points-of-presence (PoPs) will likely be created in municipal seats/towns.
