Picture animation film

I am wanting to use the drawing (attached) to produce an animated 'film' where a hand draws images and adds text (or looks like it does) in order to tell the story of our Masters programmes in a slightly different way to capture a wider audience. There is software i can use however it is really time consuming for a novice. The best example i have seen is from the SPREE Project website, this is the sort of thing i am after.
I would need to be able to add audio content once the drawing is complete.
I have all the images from the attached drawing in gif format.
I will require references / examples of similar work completed before.
