Archive/Document Management System in the cloud

I'm looking to build a document management system for customers to manage their digital archive in the cloud. Through the system I will provide a service that is complementary to a digitalisation service, offered to the client, where all documents and files in its paper archive are digitalised and uploaded to the cloud. The system can then be structured into three distinct phases: * Digitalisation * Documents are digitalised and copied over to a mapped server/machine directory/volume (sync dir) on customer/premises. * Once documents are copied to the sync volume, they are automatically uploaded to cloud ( batch import). * Indexing * Once a document is uploaded to cloud, a service extracts metadata from the file and adds it to a global index * The index will be used for fast search, both for metadata and also free text search * The extracting and indexing of documents shall be to the maximum extent automated with no user interaction * Browsing and accessing * A front-end web application, a document management system, will be developed to allow users to browse and manage the documents * More details to the front-end functionality will be provided once an offer is accepted AWS is the preferred cloud provider for development and deployment. The service will be offered to several customers in Africa, hence region support have to be considered. If the bidder thinks other cloud provider might more adequate (price, support, region, etc) he should clearly indicate this in his offer. The offers have two consider both specification and implementation. These two phases can be negotiated as two separate deliveries.
