Build simple photo collage app

I have wireframes and designs for a simple photo-collage app I want built.
The app will allow the user to stack between two and six images, and use standard & special "blend modes" inspired from photoshop as a means for how they blend where one is sitting on top of another.
When the user taps "refresh", the app cycles the layout of the collage between pre-defined layouts for the number of images loaded. If a user then taps on a single image, they can stretch it or move it to break the layout they were provided with. This can then be exported to camera roll or instagram. The user can also tap "grid overlay" which then cuts up the collage on screen using a basic 9-image-grid, so it is broken into pieces.
Everything is stored in-app, nothing on a server.
• Must have very good experience and skill making simple beautiful tween-transitions. The app should be very smooth, fast slick
• Must have experience in some kind of image-related app
• I have had developers disappear before - please provide a realistic expectation of your availabilities
• Looking for iOs initially, let me know if you can do android also, and how much a port would cost.
