I am designing an app that allows users to make edits, markup, and annotations to an existing website or web app and share it with their team.
You can page through the views of this prototype (static, work in progress) with your arrow keys to give you the general idea of what I want to build:

I am looking for a software developer or team to consult with on the best approaches to building this product.
I will do all the design work. I need a software engineer to implement it with me.
I expect the highest level of code quality and clear comments to denote what each section of code is doing. I also expect the engineer(s) to help me get set up locally so I can follow along with their progress.

Use cases of the app:
A product manager wants to move a button on their web app to the top of the page and explain their rationale for engineers to implement later.
An engineer has a great idea for a new UI and wants to mock it up quickly based on the existing app.
The CEO of the company wants to document another company's onboarding flow to share with the product team.
