Do you have more specifications? Why do you chose this particular set of technologies? I'm familiar with Scala and Akka (I'm a top 100 contributor), and did quick things with neo4j. Most of the time, I learn the tools in an ongoing basis. I don't think you can get good work, for your expressed budget, involving these 4 techs, unless you're looking for low quality work. Cheers
