Update our existing Asp .NET website design with our new html/css design and some new elements

We have an existing custom website (search functions, back-end to add users/images/banners/logos) which is done in Asp .NET. We now have a new design and want to update the website using this new design.
We need to implement the new design to the existing Asp .NET code while fixing any bugs, and add a few features to it.
The features are as follows:
- Front page featured businesses carousel that gets populated via the back end choices (if a company should be featured on the front page, there will be a text-box with their rank)
- Search results page that shows the results of the current page on a map with numbers corresponding to the results.
- Reviews (stars + text)
- Some back-end elements or page looks need to be updated as well to look nicer and be mobile friendly (responsive).
This project requires a very good understanding of Microsoft SQL Server to make sure searches are optimized, good understanding of VB .NET, HTML and CSS as well as Javascript in order to implement the new design elements (reviews, search results are shown on the map, new design is responsive contrary to the old design).
Some of these changes will also require some back-end work in order to adapt the code to the design.
Please only bid if you know that you can complete this project successfully. Although attention to detail and great coding skills are a must, a quick turnaround is very much appreciated.
