[Ubuntu] Auto log and email when delete command is used

We have a ubuntu 12.10 server which is being used as datacenter and is frequently updated. The server is accessed by a 2-3 people.. The problem to address is that sometimes there's a missing data, we suspect it's deleted by the staff. So we would like a program that automatically logs whenever "delete" command from right click is used (rm) or other variations (-rf, etc), The program will then automatically email the log to predetermined email address, containing - time of deletion - which data is deleted - user who deleted it. The program must always start, thus it should start when the server is restarted. And the log should be stored in a folder somewhere, so that when there's no internet connection the data is still archived. We prefer the program to use safest approach, don't affect the file system since ubuntu's still buggy
