hello sir I think the base config can be done in one or two days but for this project its better to buy a valid certificate based on a dns name for Mikrotik too and you may need a one month support for debugging further issues in first month. please feel free to contact me

Hi. RouterOS cannot handle this number of users. Even the CHR version. Top CCR models do not support more than 1500-2000 connections, even without encryption. And you need to decide on the type of VPN. It is better to leave only IKEv2 to start with and debug everything with it. And if a VPN is needed to overcome blocking and filtering, then IPSec will not work. The task is actually much more difficult than you think.

Ran several remote computer competitions that the network was a microtik vpn backbone. I share your pain in working with these devices, but once you get the hang of them they are the most economical rooting equipment I know of. I’ve done all of these tasks multiple times per year.
