Limiting bandwidth of a user in linux

I have a script that creates proxies using squid 3. But I pay for bandwidth used. However, I will want to add to my script the ability to limit the IPs I create to use only certain amount of bandwidth after that amount is reached the IP wont allow them to use anymore bandwidth.
