Upload Magento Backup

Hi i check your requirement I have an old website of which I have a Magento backup. I need to Magento backup which is currently a .tar backup to be uploaded to my web server via FTP. I need it configured to work with the SQL database. I also need the Magento updated to the latest version possible and for the website to be live and error free.
