Android Interface for children

I need my child to have a mobile phone where she can call only me and her mum by normal call or Skype. Full screen, kiosk mode : the child CANNOT access anything else than this screen (very important). The phone cannot be used for anything else. The interface has 4 lines (see html attached). The 4 buttons : - Call Mum by Telephone => launch phone number call by simcard - Call Mum via Skype => launch Skype webcam call - Call Dad by Telephone => launch phone number call by simcard - Call Dad via Skype => launch Skype webcam call If Skype is not installed, then there are only the 2 phone call buttons (the Skype buttons are not displayed). Configuration file easy to update before installation / compilation : - Mum tel number - Dad tel number - Mum Skype account - Dad Skype account - Display name first line - Display phone number last line I need to be able to design the interface with CSS and icons, so it should be based on a HTML template similar to the one attached. I will need sources and information transfer so I can design and distribute freely for my family and friends. Small budget (Family project), so keep it simple :) Please tell me if it is feasible, and which technology you consider. Thanks !
