If an internet cafe, then it is best to use WiFi access with a captive portal without authentication or with Radius authentication. UniFi Ubiquiti has a full line of similar solutions from access points, PoE switches to the AP controller and firewall for an affordable price. I implemented the network part of several similar projects on UniFi Ubiquiti equipment. There are similar solutions from Cisco / Meraki, Aruba / Ruckus, but it’s more expensive
