Webhosting site, I have the design

I have a webhosting site (please PM me and I will show you the old one), but I have a new design and would like to make a complete new backend too, preferibly based in an opersource CMS like JOOMLA, but I am open to suggestions. I have basically all the content in the old version, (Packages, FAQ, etcetera) but I need you to integrate it with a shopping cart of sorts so I can edit the hosting plans and add new ones. The design of the new homepage I can send you through PM, it is in XHTML/CSS format, it just needs a footer, I hope you can add it. All the other pages will be based on that template I would like you to quote how much it would cost to make the site with the following specs: 1. Billing module. Users will need to register when they buy a hosting plan or domain and then they will be able to login to check their billing info and due dates 2. Shopping cart. I should be able to add new hosting plans, and edit or delete existing ones. Customers should be able to checkout using Paypal (please also let me know about the possibility of integrating Moneybookers and Alertpay). 3. Discount codes. I would like to be able to create discount codes to email to my customers and decide the % of discount for each code. The codes should be able to be made for one use only or for several uses, and have expiration date. 4. Email registered users. I would like an application from which I can email HTML rich emails to all users, selected users or a single user. 5. When a user places and pays for his order (either hosting or domain) I will manually create his hosting account or register the domain. 6. VERY IMPORTANT: This site will be in Spanish and English, so I would need you to install joomfish or a language file I can edit if its not available in Spanish. 7. I will also need an RSS feed to be installed, so I can automatically send new content, packages and special offers to my facebook and twitter. 8. There is a FAQs section and I would need it to work like on the old site (ask me for URL) 9. There will be a Video Tutorials section that will need to work just like the FAQs 10. Domain availability check, and selling. I would be able to change the domain prices for each type (.com, .net, .org, etc) and also to add new types of domains if possible. Since I would be registering them manually after securing payment. 11. ALSO VERY IMPORTANT: the site will be completely bilingual (English / Spanish) the content is already in both languages in the old version, so it is only a matter of you implementing it. NOTE: I am especially interested in a ready-made solution that requires a minimum of customization on your behalf to cut costs. If you have a live working hosting site or demo that already has most of what I need, you are very likely to get the job :D
