C# File Processing

I need a C# function that takes a byte[] array that was derived from a CSV text file. The byte array must be processed for the following errors: 1. If the file contains more than 2500 rows, the entire file should be SUSPENDED. Suspended entails the entire file written to a defined folder using a GUID as the file name. An email should be sent to a defined list of users stating the error and providing, as a link, the path to the suspended file. The processing of the array should also terminate once 2500 rows is reached to prevent huge files from killing the system. 2. Each row in the CSV file contains 37 columns. If the row contains more than 37 columns, the row should be checked for another 37 columns ensuring empty data. If only empty columns are found, discard all columns beyond column 37 and process the next line. If anything other than empty columns is found beyond column 37, the file should be SUSPENDED as described above. 3. If the row contains less than 37 columns, append commas to the line to make up 37 columns and continue processing the next row. 4. The first row in the CSV file is a header row. The first field is titled "CustomerID". If the first row is not a header row i.e. the first column is not "CustomerID", insert a header row into the stream. 5. While processing the file, if a blank line is encountered, such as just a row of commas, it should be treated as an end of file marker. Process everything up to that point and discard the rest. 6. The only exception to number 5 above is if the 2nd row is blank. If the second row is blank, but the file has a valid header in row one and valid data in row 3, discard row 2 and process the rest of the file as a valid file. If the file is valid, it should be written to another defined folder, as a CSV file. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Windows, C#
