I would prefer Statamic, but if ExpressionEngine would be a more secure
and manageable solution I would be willing to go that way.
If both are possible please provide an estimated quote on either pathways.

Statamic/EE Based Membership Site ->
Members have unique profiles, viewable by others on a search basis.
Members can upload docx file submissions, pull text from docx - insert
into a separate template and publish for admin review only and once the
admin approves it, it would be "published" based on user preference,
private (password protected, user chosen password), time-released (same as
private until password expires after X amount of time, user chosen
expiration) and public.
The template should utilize a flipbook template scheme like this one:

In the form used to upload the submissions have options to change template
color to one of =<10 choices, and an option for public or private.
Each member has their own blog and gallery that is has user set privacy
level, (ADMIN and USER only or PUBLIC)
No commenting, private messaging from user to admin only, no user to user.
Public Blogs and Media Gallery, Public Submission Directory by Name of user.
Knowledge-base and Ticketing System for members.
Community Forum
Membership levels (names tbd, maybe more levels)
Free -> ad supported member.
Basic -> basic functionality + extras tbd - no ads
Silver -> Basic + Access to others will discuss more of this once bid is
accepted.
Gold -> obviously the highest tier under admin/support/mod
Staff Levels
Support -> Knowledge-base and Ticketing System, Tier 1 support kind of thing
Moderator - Tier 2 Support, Forum moderation
Admin - Tier 3 - All Powerful
