Um feed mostra o seguinte erro:

Input is not proper UTF-8, indicate encoding ! Bytes: 0x04 0x76 0x61 0x20 on line 12423, column 40
o proprietario do feed não pode corrigir esse erro, preciso que meu parser php ignore ou corrija isso.
