Create a Mobile Website/Responsive App for both Mobile and Website

I am already pissed off by the people on freelancer (SPECIALLY INDIANS) and fooled by dodgy bids and people who without reading the details of project, bidding and contacting me blindly than argue with me for price, so reposting this project again. I request you read the details first, ask any questions if you have and if you don't agree with the work and cost mentioned by me, don't take a pain to contact me. My project cost is not more than $1000 and roughly 30 days timeframe to develop, so don't take F****ing pain to contact me if you can't develop in that budget. ------------ I am looking for a full stack developer not a company, who is experienced in developing responsive website/mobile apps, push notification, design API's and backend development. Also who is knowledgeable to design UI for the app. I am looking to develop a responsive app (which means can be run both on web and mobile without creating a separate app for mobile) for a school having two sections, school and parent, which will help parents to keep track of their child's activities, and school to keep track on every pupil who is registered to use the app. The front end would be in PHP and the backend would be in MSSQL. If you are not experienced with MSSQL, you may choose MySQL. I would need a minimal design to make this app looking beautiful. I have got a detailed list of requirement which I have attached with the project post. I am only looking for the full stack developer, who will be responsible to do all the above mentioned tasks or any extra tasks required to finish this app. COMPANIES OR MARKETING PEOPLE SHOULD STAY AWAY FROM BIDDING ON THIS PROJECT AS THEY WILL BE SIMPLY IGNORED AND NOT EVEN LOOKED UPON THEIR PROPOSALS OF WHAT THEY HAVE DEVELOPED. I don't have huge budget so don't even ask for high figures. The developers who are ready to show me a small demo with at least 5 features from the attached description (If you are not selected as final bid, you will be paid for the demo you create, demo shouldn't include user registration, you can use a dummy user account), which will be preferably easy to developed, will be given preference and the best one would be awarded the project. Only developers will be entertained who write this text in their proposal : "I have read the details from doc and I am ready to develop a responsive app for both mobile and web as mentioned in attached doc. I understand that I am agreed to develop all the features including design, UI/FrontEnd, Backend and API development in mentioned budget by you and I will not expect an extra penny for anything else" Those who will not respond with this above text will be ignored completely. Ask me any questions before you are 100% sure that you have understood the requirements completely and ready to complete this app with all features described in description. Once you agreed to undertake this project and awarded the bid, you will have to abide by all points mentioned in the description, failing to do so, will be given negative rating and 0 money.
