Hi, I have created dozens of rest apis for clients - If you look through my feedback, you'll see various projects e.g ( https://www.freelancer.com/projects/Software-Architecture/Build-simple-database-API-AWS/ or https://www.freelancer.com/projects/php/Write-some-Software-10268453/ ) where i created clean REST Apis (http) for various data sets - I've developed REST Api's from scratch (HTTP Calls, Json io) and I have also integrated dozens of rest apis so building apis is my passion :).Since the architecture is fairly simple, I'd recommend Lumen + Mysql Database.
