Hi, I analyzed your attached zip file and review the requirements. This seems to be very small module of generally what we have in any PHP Backend Application console and generally use mySQL, but can use PHP that's not an issue or if you are comfortable with ASP.NET C# or ASP.NET VB.NET, i can also develop in that.
