I'm one of the best web scraping experts here that's why I'm sure you'll be impressed with my work. Actually the language doesn't matter for me (I used Perl, Python and PHP many times). But if you really want some kind of universal solution I recommend you to choose Scrapy framework. My price for the really simple (one page) scraper will be $20-25 and I'm sure that $50 will be enough for most of the scrapers you'll need. For the web browser automation (if we are talking about AJAXed websites) I'll choose PhantomJS through Selenium. Thanks. Roman

I have experience using public domain packages to emulate a browser accessing a site to parse the HTML returned for data or links to follow. In my experience a well-designed scraping script requires 4-10 hours to design, code and test thoroughly. At my standard consulting rate on this site, then any scraper would be at least US$120. This fee would be for a script to access a site. I will not access a site to dump data after testing. That will be your responsibility. I remind all clients wanting a scraping script that I will not be responsible should the site layout change. Nor will I be responsible if a site blocks access to a script. Unless sites are very close in layout (using a similar script?), I would not anticipate much to gain from a large number projects. Hence, I foresee little prospect for discounts. However, your confidence in my reliability should increase. Sorry, I have not done any scripting within browsers. I have done emulations of browsers, maintaining local cookies through transactions, for instance.
