AngularJS/PHP Web Developer for MailChimp like project

I'm looking for a PHP developer who is familiar with AngularJS who can help develop my web based mailing software. The concept allows users to e-mail customers who may have stayed with theme. So they could enter the date they stayed, and then receive an automated e-mail 1 week later, 2 weeks, 6 months etc. at set intervals. I'll be working on a front end design and need the back end software creating. I'm aware it may make more sense to use a Bootstrap AngularJS template to save a considerable amount of time. I have created a basic outline structure/wireframe for review as a starting point. I'm sure I may have missed functionality. As a side note, e-mails will be required to the users monthly telling them how many e-mails sent etc. Happy to discuss. I'm looking for someone reliable I can use on an on going basis, and can add functionality as and when needed. I'm trying to create a MVP so I can test this to see if I can make it in to a viable business. Ideally someone who can be available on Skype/Slack for communication. I'm happy to provide designs as and where needed. I would like to do the project on fixed and agreed prices for specific work, anything outside the brief we can do afterwards hourly etc.
