Basic Membership Site on wordpress

We need a basic login based user management (membership) system FOR WORDPRESS where nonprofit organizations can register and create a profile with required fields. Some of the fields will include attachment uploads (pictures AND pdf). We have an example site based on Gravity Forms that is over 70% complete but want someone to either finish and clean it up or create a another option from scratch. *We already have design work and experience. You do not need to work about the look and feel of the site. Membership template sites with profile development and forms are all over the place and many are free. This is not a complex site. There are no chat or forum features or e-commerce areas. The member organizations will only have 3 sections of activity that you need to address on the site. All three sections are based on form inputs and review. SECTION 1) Request Aid SECTION 2) View and Update Inventory SECTION 3) Send Activity Reports SECTION 1 Member organizations will be able to fill out "request forms" (SECTION 1) for humanitarian aid. The forms should include various form fields including single line, multiline, multi paragraph, dropdown fields, parent/child dropdown fields, upload fields, radio button select fields, geolocation based fields with maps. We will provide all of the fields and an example but it is important that some fields have parent/child relationships. (child field dependant on parent field selection). The completed Request Forms are stored in the database and the admin is notified. Members can view, access, and edit request forms. Admin is notified of new Request form completion and can access completed forms. SECTION 2 Member organizations will also use the system for inventory management (SECTION2). This means they can enter their humanitarian aid (vitamins, mattresses, rice, etc.) and add or subtract from the inventory as needed. Each inventory item will include varuious required and optional fields such as (donor, date of expiration, date of receipt, tontal units, package type, image/pdf upload, etc.) We will provide all of the fields and an example but it is important that some fields to have parent/child relationships. (child field dependant on parent field selection). Admin can access member inventory. SECTION3 Member organizations will also use the system for sending reports on their humanitarian activities. The Reports are also form based where they will write descriptions of the activities and input specifics of the distribution of the aid. These Reports will be sent to the donors and donors will also be able to login (as donors) to see all reports linked to them as the donor. Each Report Form item will include various required and optional fields such as (donor, location of service or distribution, date, picture upload, pdf upload, etc.) We will provide all of the fields and an example but it is important that some fields to have parent/child relationships. (child field dependant on parent field selection). Admin is notified of new Report form completion and can access completed forms as forms and as pdf. We have Gravity Forms. As long as you can create the framework for the forms with all the backend access we can complete the form field population.
