Build an online marketplace for Instagram shoutout

I am looking for a freelancer or a studio with immediate availability to produce an online marketplace for a specific niche. The marketplace will start out very small. The main objective of the marketplace is to facilitate buyer and seller of Instagram shoutout in a secure manner. Similarly looking and function like this site [login to view URL], function is more preferred than outstanding UI but mobile responsiveness (bootstrap is ok) and SEO-friendly URLs are necessary. It will be Indonesia-based and uses Indonesia currency for overall transaction. Supported payment will be only bank transfer, no PayPal needed. Secure trading is the key for this platform whereas only payment from successful transaction will be distributed to the seller, providing resolution for both seller and buyer in event of cancellation or failed delivery before escalating which takes admin interrogation into deciding favor. The users will be targeted into Instagram users and entrepreneurs in Indonesia, specifically. The platform will be built using PHP & MySQL and uses English as language.
