build wordpress plugin/function for loanfilter

We want to make a responsive loan filter in wordpress as a plugin or function where we can add lenders, amount, payment time and tracking code to a button. (please look at example picture) So what we need to be included in the plugin or function is possibilty to 1) Add what amount lender can offer 2) Add what payment time the lender is offering 3) Add tracking code to button 4) Select on what pages or categories we want that lender to appear in. 5) Possibility to add info about the lender similar to example. We also need to have possibility to see: - List of added lenders - Possibility to edit/delete added lenders All added lenders also need to have unique pages at our site.
