Hello you mention a penalyt. Please send me the url so I can check it out. Otherwise it is not possible to offer you a realistic bid. Have you been banned by Google or anybody? You might be better off rebuilding the website from scratch and ensure the security is tops. Fixing things doesn't usually fix anything in the long term as bans/penatlies also relate to your IP, physical address etc.
