Driver Page for Private Hire System

I need mobile friendly front end to be designed for a Private Hire company website. The page will need to be written in PHP. It will need to be able to read and write data to the existing MySQL database (phpmyadmin) It will require the main features:
User (driver) Log in and Log out (existing users and passwords currently stored in database)
Send the current latitude/longitude of the device its being accessed on every 2 minutes and write this information to the database
Retrieve booking information based on driver logged in
Ability to add payment based on current balance of booking
Have a section that can visually display a 2 mile radius around specific location using the Google Maps API
