Edit my apache server so users can access files outside of document root

I am stumped and hoping an Apache expert can fix this for me real quick.
I have a fresh Apache 2.4.6 running on CentOS 7 (LAMP), the document root is the default /var/www/html and works fine, but I want to also serve files from a new directory I created "/data/h1/monitor" as an alias called recordings (link would be [login to view URL]"). I've tried adding it as an alias and a symlink but when I try to load my test html file "[login to view URL]" I'm getting 403 Forbidden.
I only request that you let me know the steps you took to resolve the issue.

the first step of symlinking is correct. However, you will also need to make sure that apache has +r privileges for the files in question and +x for the directory. One way to ensure that is to change the group of the files/folder in question to apache, which is the user/group defined in httpd.conf.
