Google Hangouts like conference calling webApp

This is a very large project, split into different phase. I am listing down first 4 phases of requirement. PHASE 1 1. A web URL which is public and which can be copied and sent to anyone manually(through email whatsApp etc) 2. Participants should be able to join this call link. 3. Each of the participant should see list of all joined participants and if any participant drops off. 4. The URL should have a option to mute/un-mute & camera on/off 5. Ability for each participant to participate in the conversation. 6. The conversation should be recorded in a .wav file 7. Speech to text conversion. The conversation should be written to a docx/pdf/ or any such document. 8. The .wav file and document should be downloaded if required. PHASE 2 1. Video along with audio should be recorded. 2. The recorded video file should be downloaded. PHASE 3 - Artificial Intelligence 1. Developing an AI engine 2. Ability to add a few keywords to the AI engine 3. The call URL should pass through the AI engine 4. Speech text matching any keyword should be recorded separately. PHASE 4 - Advanced AI 1. Ability to define action against each keyword 2. AI Algorithm to match exact set of keywords. Please give a quote for each of the phase seperately. I am not much bent towards which technology you use. You are free to use any technology/database/programming language you use. But, you should have a clear reason for using that technology. Few notes to begin 1. This has to be built on top of API architecture. We need a decoupled application, so that each part of the application can plugged in/out and should work on its own. 2. We are not focusing on the UI at the moment. So keep the UI as simple as you can.
