Help with upgrading features on Magento 1.9 to 2.3

Hi, We're looking for someone who can help with some parts Magento migration from 1.9 to 2.3. Here's where we require the help: 1. Shipping Method: - - If the order is above 300 INR and if the user's PIN code is from Maharashtra (state - group of PIN Codes) then shipping would be free otherwise 50 INR would be charged as shipping fee. - If the order is of above 300 INR and user's PIN code is from Maharashtra (state - group of PIN Codes), then Cash On Delivery option should be turned on. - If the order is from out of Maharashtra (state - group of PIN Codes), then shipping cost would be another amount. - No shipping charges in some products (E-Books & Online Tests). - We should be able to change all these values (charges and PIN Codes) from backend. - Checking of COD availability can also be done from a product page (example - [login to view URL]) where the user can enter his/her PIN Code and check whether Cash On Delivery is available or not for the respective PIN Code. 2. Download Sample content: - On the product detail page, the user should get an option to 'Download Sample Content' and/or 'Download Solution' button. By clicking this button, the user can fill a form & after successfully filling the form he'll be directed to a PDF. This will be unique to each product. If the user is logged in, then he/she has to fill the form only once. Guest user has to fill the form once & every other content he/she downloads should be recorded. This form will have name, email ID, mobile, captcha in frontend & in backend this plus the product on which the user downloaded the content should be recorded with Product Name & SKU.
