Interactive Maps - PHP/MySQL with Google Maps

We are looking for a Programmer to create a "lookup" address database using Google Maps.
The idea is to produce a specific map with defined boundaries (say a town) and have a lookup tool online to see if a specific address falls within those defined areas. If the address falls within the boundaries then it qualifies. If not then the lookup rejects the address.
The Map will be embedded into an existing Website. All other Google Map functions would be required to operate as well.
