Marketplace type website with integrated payments

Looking to develop a niche website where individual local retailers can sell to local people without the need for them to be physically in the store or have their own website.
The website will be aimed at mobile users so should scale correctly for mobile screens. Payments should be integrated by Apple pay and Android pay.
The website will require 3 different account types which are restricted to their respective workflows.
Admin - full rights to modify any aspect of the site.
Vendor - can create a store page, add / remove items and see new orders.
Client - can visit any store page and purchase any item. On purchase additional information can be added to the order.
Payments flow should go Client > website owner > Vendor however it should be possible to modify this to go Client > Vendor following trials.
The website will be hosted locally initially however if successful it should be fully portable to a web hosted server.
Detailed workflows will be provided following initial discussions.
The emphasis at this point is on function over appearance so an operational website is required with minimal polishing.
