Simple web application integration with amazon polly

I need a simple web application build using Laravel or Yii2 framework. This will be a single page app with just one textarea input box and a submit button. Once submitted it should convert the text into speech using Amazon Polly web service and display the link to download the mp3 file. There should be no limit how big the text can be. I should be able to change the framework appropriate config file to enter my own Amazon web service credentials. In order to receive full payment, the project must be completed in full. I will not release partial payment. I will only release the payment once I have received all the project files and I have been able to setup the project in my own server. The text to speed engine must use Amazon Polly. Usage of other services will be be considered. You can do this project in Java if desired, but prior approval from me is required.
