SQLite - html booking form

Brief: Require an offline html page connected to a local run SQLite to manage parking spot reservations. This is to work offline so needs to run from a local database (doesn't have to be SQLite - but have presumed a good option). Essentially, allows user to open html file and click on date (left hand side), then click on a parking spot/bay and write their name, number and time. This will then reserve the space (save their name with parking_id and date). Only allows 1 person per bay to reserve the space per date - show error message if trying to add name for a date where parking spot is full. After saving their name - a pop-up will show as a "confirmation". Multiple individuals may use html file at any given time, so each time a new date is selected, please refresh page with data from database.
