Let me explain, how I understand your project: You want to make a Raspberry Pi3 like board (functionally) using BCM2837 CPU, that should fit the SODIMM DDR2 RAM modul PCB sizes (67,6x30mm) and compatible with the SODIMM DDR2 200pin connector. All GPIOs from pinheaders, Camera Serial Interface (CSI), Display Serial Interface (DSI), USB, ethernet and audio signals rout to SODIMM connection, not using the original connectors. It's right? It is not easy to do that all in Eagle, I mean keep high speed signal track length matching, differential pair signal routing. But if You require it, could be done, I suppose.
