Need help automating (macro) the process of applying a plugin to a video (FCP, Adobe, etc)

I currently own this plugin: [login to view URL] It does exactly what I want when I choose the "Rolling Bands 4" preset. Currently I use it in Final Cut Pro X. My problem is that I have a library of about 10,000 video clips that I need to use this plugin on. I'm not willing to sit there and do this myself (the plugin is processor heavy, and slow) and I don't think it's a good project for Mechanical Turk because of the file sizes and scale of the project. Not to mention the processing power required. I asked the plugin authors if there's a way to automate it. They said not that they support. So that's why I'm here. I need someone who can help devise an automated method for running this on a dedicated computer. I can run it on Adobe Premiere or Final Cut Pro. And I can run it on Mac or PC. I don't currently own a PC but I can see about obtaining one if that's the only option. I need this automation to be fault tolerant. That means that if Final Cut Pro crashes, it should recognize that, relaunch it, restart. It should know which files have exported already and which haven't so it can complete the task in the case of crashes. I don't want to manage this project 50, 100 files at a time. I want to just leave the computer running for a week and come back to it still running. To apply for this project, give me a rundown of your plan of attack here. Like how you'll automate this, which program (FCP, APP), which OS, which automation program, etc. I don't want a bid that just says "I can do this for you no problem" <-- I won't believe you. I want more details before I dedicate the time to working with you. If you have experience writing automation programs, that would be a big plus. Let me know what you've done and how.
