Develop function in Python+OpenCV to estimate center location of hands from depth image

Given a 16-bit 640x480 depth image acquired from an Intel RealSense SR300 camera, determine the approximate x,y,z center location of each of a person's two hands. We suggest you use the algorithm outlined in the two research papers attached, but it can be simplified (for now) to ignore the position of each fingertip. Sample images will be provided to interested bidders. The function shall run in less than 50ms on a typical Windows i7 PC. The error must be <5cm on 99.8% of the sample images to be provided, and on similar top-down images of a human sitting at a table).
