looking for linux script to count occurrences and create arrays

Hi, I'm looking for a linux script (shell or python etc) that can go through each line in a text file that contains: 11,33,44 13,30,9 14,15,18 19,20,35 and count the number of times a character appears in one line then see which numbers occured in the line above it so in the above example it would say: "11" occurred in one line, "1" occurred once in the line below it, 2 occurred zero times in the line below it, "3" occurred twice in the line below it etc..up to 9. "33" occurred in one line, "1" occurred once in the line below it, 2 occurred zero times in the line below it, "3" occurred twice in the line below it etc..up to 9. "44" occurred in one line, "1" occurred once in the line below it, 2 occurred zero times in the line below it, "3" occurred twice in the line below it etc..up to 9. This should only compare two lines to each-other, going through all lines in a text file.
