The code shoud be In python 3 Write some python code that will execute the following - Write a function called approxTime which takes two integers as input: - hour an integer between 1 and 12; and - minute an integer between 0 and 59. if outside these parameters, an error message should appear. The function should print the time in text to the nearest quarter hour.
