The analysis of big data from a competition perspective requires a cautious approach that balances market innovation and state regulation. First, the global nature of the digital economy presents an enforcement challenge to the extent that Singapore's competition commission has limited powers to police anti-competitive cases where data has an extraterritorial nature. Another concern is the elements of dominance. It is important to note that big data blurs the concept of market dominance. In other words, the dual nature of online users as generators of data as well as consumers of online technologies lead to uncertainty on the definition of dominance with respect to market power. Therefore, the Competition Commission faces an uphill task in determining the distinction between usage of big data to promote competition and use of data analytics to stifle entry of new actors in the market. Overall, big data may either promote or stifle competition.
