Formal complaint notices to city officials needed

We need someone skilled at making complaints to city officials to write at least 5 complaints. We need a skeleton/template for the complaints in word format that will allow fill in the blanks, such as person name, if we have it. The reason for the complaint is a group of people have started soliciting around a park and they are becoming more and more disruptive to the neighborhood. For instance, one guy selling water is Water $20 as loud as he can every few minutes. You also have a pedicab guy doing the same thing, and others selling tours doing the same thing. I can hear the people over my TV and when I'm in the back of the house. It's annoying. The people are starting to fight with each other and on two occasions I witness, with tourist too. We have called city officials. When the offenders see a city vehicle, they are on their best behavior. As soon as the city official leave, they go back to violating the ordinances. As a result its our word against them. We now have video to show what goes on when the city vehicles are not around. We have pictures and video too. We spoke to a city official who give us information about which city ordinances to file our complaint. These complaints will be for specific city ordinances and we have video evidence and which you will reference. We will provide you with a copy of the city ordinances (or you can read/print them from the Internet). The videos will be posted on YouTube for you to review. We want you to read the city ordinances and watch the videos and write the complaints from this information. In our opinion the complaint should not be more than a page. The complaint will be against people who hold professional licenses doing the following: 1. Soliciting on the sidewalk/streets. Their professional licenses prohibit soliciting on the streets. The complaints are also against vendors who are simply in violation of city ordinances in various. 2. Having signs on public rights-of-ways. 3. Obstructing public areas in or around a sidewalk. 4. No solicitation permitted on public streets. 5. Must display license at all times. 6. Must display identification of the name of the company by which they are employed. 7. Violations of Standards of Conduct and Ethics. 8. Operation a service without a license or permit. 9. Operating a food truck in violation of city ordnance.
