Connecting multiple ROS based robots to cloud via 4G mobile network

Dear ROS developers, robotics enthusiasts, web developers

We are looking for someone who can implement for us a solution (using custom or off-the-shelf products) for connecting multiple ROS based robots to the internet via 4G mobile network so that they can be teleoperated anywhere in the world, and allow us to monitor telemetry remotely. We need to be able to stream video footage from the cameras on the robots and be able to drive the robots around remotely (teleoperation). There is no Wifi where these robots are operating (they are outdoors) so we will be using the 4G mobile network for internet connectivity.

We would like a solution where each robot runs its own ROS master. We prefer to avoid setups where all the robots rely on one ROS master, due to single point of failure.

The $250-750 budget is a guideline, we can negotiate.
