Phone call campaign software

Hi, We need a Phone call campaign software with following features. It will be better if this can be web based. This software/web service needs to be in 2 main forms. 1) Fully automated service It should be capable of dialing through a database of phone numbers and playing a recorded voice message. This voice message is in 3 languages. So software should be able to prompt the user with language options to select from. For example it should play a voice record saying "Please dial 1 on your phone for language 1, dial 2 for language 2 or dial 3 for language 3". Then it should play the selected voice recording. All voice messages (including any instructional voice messages like "Please dial 1 on your phone for language 1..." etc ) should be changeable, meaning that we should be able to record a new voice cut and replace it with an old voice message. 2) Semi-automated service Where software dial the next phone number from the database and allow the phone operator to speak with the user. Operator then select a voice recording to play based on users spoken language. There should be 3 buttons for 3 languages. User interface should be very graphical but very easy to use by a telephone operator. There should be a screen to input telephone numbers and to upload a CSV file to the database. Dialed numbers, answered numbers and Missed calls should be recorded in the system. Operators should be able to easily redial miss numbers later. System should generate full set of reports. Please send me a proposal/ technical spec indicating the programming language and the database you will use. Let me know if you need further explanation.
