Custom ISAPI filter and SQL 2008 says me that your database is large, old and is filled with entries that are rarely needed but use server resources. Partitioning can help you to solve the problem but Microsoft included this tool into most expensive configuration only. SQL Server WEB edition has no this feature. Verify your SQL server and contact me even your SQL server has no partitioning. Knowing Delphi, Borland CC Builder and Microsoft C++ I can help you but solution will not be easy if your application does not use ADO.NET.
