Vehicle Number Plate Recognition using Raspberry Pi and OpenCV

To program the Raspberry Pi ("refer to as the module") to capture through a raspberry camera ([login to view URL]) license plate. We have a LPR (License Plate Recognition) engine based on C++ with OpenCV to integrate. The camera will capture the vehicle number automaticly when the vehicle is close enough (=setting, but minimal 15 pixels high and max 60 pixels). The recognized license plate has to be send through http/socket with a XML based interface (specs ready).
Deliverable: Source code and detailed instructions on setup and recompilation.
Project timeline: 20 days upon awarded.
Steps in testing project delivery:
1. Connect the raspberry pi with the raspbery Pi camera ([login to view URL])
2. Start project application on the raspberry.
3. Hold a License plate for the camera and it automaticly will capture the image and send the image to the integrated OPENCV LPR engine (you'll recieve the source C++ at project acceptance).
3. Send the LPR plate result and image over the XML interface (see PDF in attach) to other [login to view URL] must be possible to choose to send the plate result only or result with image.
4. If ok, I pay. and we recieve the source code.
We expect an installer for the raspberry/Linux + instruction how to test.

Experience in working with raspberry pi, python, C++, image processing, and networking makes me an apt choice for this project. Also, I have done a similar thing in another project.
