Do a Windows Program

I need a program that needs to be installed, once installed it has to run all the time in background and if closed or restart it has to start again. On the installtion it will ask for PCName and it will save to a file or registry, whatever is fine. On the installation it has to download this program: [login to view URL] And it will ping an API like this: [login to view URL] It will return a json like this: {"ip":"X.X.X.X.","port1":10000,"port2":20000} So it has to start SSF process (background) like this: .\ssf -F PORT1 -p PORT2 IP_FROM_API It has to ping the URL every minute, so if a value has changed, it has to stop ssf process and start again with the new values. If the webpage return an EMPTY IP it has to stop ssf and wait for the next minute to see if there is a new ip. So basically ssf will run all the time if there is an IP available on the API. Every minute has to check if ip changes, If new value, stop ssf and start again with new values If empty value, stop ssf and check every minute for a ip, if ip comes run ssf again and so on. The process has to be done all the time in the background, once installed the only way is to unistall the program.
