Introduction
The goal of this project is to create a scale model of the Olympic Stadium in Montreal with the neighborhood near the zone, divided in a grill of several STL files. We are a 3D printing agency and have some customers that need architectural scaled models. This one will be used for our own purpose to present our services with prospects. If everything goes well, the freelancer that will accomplish this first contract with us will be called back for other similar jobs in the near future.
Bonus : we will pay an extra if you can take some (nice) screenshots during the process ! They will be used on a section of our website to briefly explain the process.

The map
We are open to new ideas, but we think that starting with this tutorial would be easier than from any other tools or software :

For this one, we will need the topology, the roads, all the layers, the false height to 20 meters and everything like explained in the tutorial until step 19. We want the road visibles, so “Mesh road” should be checked before generating the map, but other solution may be accepted, as long as we can clearly see the road on the final .STL
Everything must be 3D printable-friendly and “repaired” as mentioned in the tutorial.
To be able to print the topography well, we will probably need to add one flat layer of material that will serve as a base for the whole architectural scale model. It will be useful for the tile system (explained below). This layer should be 10 mm.
The main building
As mentioned earlier, the main building is the Olympic Stadium of Montreal. We would like to have it in high resolution, so we found a HD model of it (file attached in this project).
The actual stadium on the original map must be replaced by the HD one. It’s is very important to scale it at the right dimensions.
Few pins must be added (below the model) in order to clip the stadium when we will assemble the model and on the map. We’ll need to elaborate a simple and discreet male/female connectors system.
A small hole (10mm) must be added to place small wires. It will allow us to put light insides the stadium tower.
Make sure the tower of the stadium is empty.
Optimizing the map in tiles
We want the scale model divided into many tiles. Each tile will have connectors that we already made (files attached in this project). On the tile that will land the tower, it is important to add a small whole of 10mm as an entry for the wires, well aligned with the entry under the tower of course.
On the side of the scale model, remove the remaining connectors (if there are any).
Each tile can go up to a maximum of 290 x 290 x 390 mm. Once scaled, if the stadium tower is too high, we will split the model in two and glue it after printed.
Final work
At the end, we should have :
STL files of all tiles
STL file of modified stadium
All project files (raw) in case we have to modify something
And this should be everything required for us to 3D print this project.

I'm a 3D Printing expert with 5+ years of experience.
My portfolio includes 20 vehicles or printing, 400 planes and warships for injection moulding, as well as 5 projects similar to the one you've listed here.
I have already setup a basic scene, with real world measurements and the model you've included.
To start with the project I will need the exact scale you would like. Which is the reason for the extended time-frame. I know there are a lot of iterations necessary for the good results people are after. Especially with such large scale projects and fittings. Also it's necessary to know how much of the surrounding area you need and how much detail there should be, I saw a few big and a lot of city buildings on the grounds next to the stadium and in the surrounding area.
On first glance a scale of 1:1000 would print in 10-12 pieces, for the area and 3-4 for the stadium.
You can count on me for the dimensions and the printability of the model. I've already worked on a multitude of projects. The most important thing is starting it with the right idea in mind. Afterwards the communication and, of course team-work are necessary. Currently I don't have a in-house printer so I can't prototype the models to know for sure if the parts will fit if you need help with that I can arrange it. Afterwards the model will be delivered in parts like you've outlined above.
