I have experience in UE and ARCore functionality for android. Also if you have macOS you can build for ios. ARCore is cross compatible. The AR projects will take more time usually because of cross-testing. And regarding downloading models from servers we will implement chunking process which play store will store that optional 3D models for user to download.
