App or Web App to Upload HRM files to Polar Flow or Garmin Connect Website

I need a web app of desktop app to run on a Mac that will allow me to upload HRM training files to either Polar Flow or Garmin Connect. The file that is uploaded MUST look like it has been uploaded by either a Polar device (e.g. websync app) or a Garmin device, depending on which site is used.

This is a key deliverable - The upload MUST look like it has come from a device.

The app does not have to support both sites, it only has to support one of them.

When the app runs I must be able to log on to the site using the username/password of my choosing.

The app must store several username/password combinations for me to choose from.

I must then be able to select the files I want to upload (several files at once).

Before uploading I must be shown a list of the files selected together with the date specified INSIDE the file (i.e. NOT the datestamp of the file, but the date from the date field inside the file).

I have attached the spec document for the HRM file format.

I have attached a sample HRM file.

I have attached a similar app which works with the website polarpersonaltrainer.com. Unfortunately the app does not work with the Polar Flow website.

If you are able to modify the app to work with Polar Flow, that too is an acceptable solution.

The sample app is a good example of what I am looking for.
